創新驅動 合力攻堅---我省首部軌道交通土地資源開發利用管理辦法正式下發

歷經(jing)兩年(nian)零三(san)個月(yue)(yue),在青島市(shi)(shi)(shi)人(ren)民政(zheng)府(fu)、青島市(shi)(shi)(shi)地鐵工程(cheng)建設(she)指揮部辦公室(地鐵集(ji)團)的共同努力(li)下,我(wo)(wo)省首(shou)部軌(gui)道(dao)交通土(tu)地資(zi)源開(kai)發(fa)利用(yong)綜合性辦法(fa)(fa)--《青島市(shi)(shi)(shi)軌(gui)道(dao)交通土(tu)地資(zi)源開(kai)發(fa)利用(yong)管理辦法(fa)(fa)》于(yu)2016年(nian)10月(yue)(yue)18日經(jing)青島市(shi)(shi)(shi)第十五屆人(ren)民政(zheng)府(fu)第120次(ci)常務會議(yi)審議(yi)通過(guo),于(yu)2016年(nian)11月(yue)(yue)9日簽發(fa)第249號政(zheng)府(fu)令,并將于(yu)2017年(nian)1月(yue)(yue)1日起施行。《辦法(fa)(fa)》的頒布實施,將拓(tuo)寬軌(gui)道(dao)交通融資(zi)渠道(dao),真正意義上實現以土(tu)地資(zi)源開(kai)發(fa)收益支持我(wo)(wo)市(shi)(shi)(shi)軌(gui)道(dao)交通建設(she)可持續發(fa)展的長遠目標。

城市的發展(zhan)離(li)不開軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)的支(zhi)持,軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)的建(jian)(jian)設(she)(she)離(li)不開政(zheng)府(fu)的資金(jin)支(zhi)撐,根據(ju)青(qing)島市軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)線(xian)(xian)網(wang)規(gui)劃(hua),軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)遠期線(xian)(xian)網(wang)共(gong)規(gui)劃(hua)838公(gong)里, “十三五”期間需籌集軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)建(jian)(jian)設(she)(she)資金(jin)1860億元,城市軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)“準公(gong)共(gong)產(chan)品、準公(gong)益(yi)(yi)性(xing)(xing)”的行業(ye)屬性(xing)(xing)和(he)經濟特點決(jue)定了建(jian)(jian)設(she)(she)資金(jin)與建(jian)(jian)設(she)(she)進度(du)、運營收益(yi)(yi)與運營損耗間的內生矛盾,因(yin)此,在現行體制下(xia)構建(jian)(jian)并通(tong)(tong)過政(zheng)府(fu)立法(fa)形(xing)式固定軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)盈利模式,將軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)帶來的沿線(xian)(xian)土地(di)增值(zhi)、沿線(xian)(xian)物業(ye)增值(zhi)、商業(ye)集聚效(xiao)應等外部化的產(chan)出效(xiao)益(yi)(yi)還原(yuan)為(wei)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)經營單位的內部效(xiao)益(yi)(yi),形(xing)成(cheng)“地(di)鐵(tie)建(jian)(jian)設(she)(she)+效(xiao)益(yi)(yi)返還”的良(liang)性(xing)(xing)循環,不僅(jin)需要(yao)依(yi)托(tuo)完善的市場機制,更為(wei)重(zhong)要(yao)地(di)是(shi)需要(yao)通(tong)(tong)過政(zheng)府(fu)引導和(he)政(zheng)策支(zhi)持,使“有形(xing)的手(shou)”與“無形(xing)的手(shou)”相得益(yi)(yi)彰,才(cai)能更好地(di)促(cu)進城市軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)健(jian)康、有序發展(zhan)。

《青島市(shi)軌道(dao)交(jiao)(jiao)通(tong)土地(di)(di)(di)(di)資源(yuan)(yuan)開(kai)(kai)(kai)發(fa)利(li)用(yong)管理(li)辦(ban)法(fa)(fa)》克(ke)服了(le)(le)“無資可鑒、無章可循”的(de)(de)(de)困難(nan),在(zai)國家層面未出(chu)臺軌道(dao)交(jiao)(jiao)通(tong)沿線(xian)(xian)土地(di)(di)(di)(di)開(kai)(kai)(kai)發(fa)上(shang)位法(fa)(fa)的(de)(de)(de)前提下(xia),結合本(ben)市(shi)實(shi)(shi)際(ji)情況,不(bu)斷總(zong)結提煉實(shi)(shi)踐中的(de)(de)(de)經(jing)驗和教訓,從城市(shi)總(zong)體(ti)戰略發(fa)展及(ji)軌道(dao)交(jiao)(jiao)通(tong)線(xian)(xian)網規(gui)(gui)(gui)劃(hua)的(de)(de)(de)大格局出(chu)發(fa),以(yi)(yi)規(gui)(gui)(gui)范性(xing)(xing)和適用(yong)性(xing)(xing)為原(yuan)則(ze),以(yi)(yi)科學性(xing)(xing)和創新性(xing)(xing)為指導,完(wan)成了(le)(le)《辦(ban)法(fa)(fa)》的(de)(de)(de)編撰。《辦(ban)法(fa)(fa)》共分二十六條,分別規(gui)(gui)(gui)范了(le)(le)土地(di)(di)(di)(di)開(kai)(kai)(kai)發(fa)原(yuan)則(ze)、土地(di)(di)(di)(di)規(gui)(gui)(gui)劃(hua)控制范圍、土地(di)(di)(di)(di)開(kai)(kai)(kai)發(fa)核心區和特(te)定區的(de)(de)(de)設置(zhi)、土地(di)(di)(di)(di)利(li)用(yong)專項規(gui)(gui)(gui)劃(hua)的(de)(de)(de)編制、綜合開(kai)(kai)(kai)發(fa)項目整(zheng)體(ti)規(gui)(gui)(gui)劃(hua)設計(ji)、沿線(xian)(xian)土地(di)(di)(di)(di)開(kai)(kai)(kai)發(fa)整(zheng)理(li),以(yi)(yi)及(ji)土地(di)(di)(di)(di)使(shi)用(yong)權出(chu)讓收益歸集管理(li)等內容。《辦(ban)法(fa)(fa)》出(chu)臺后,市(shi)政(zheng)府、市(shi)地(di)(di)(di)(di)鐵(tie)辦(ban)(地(di)(di)(di)(di)鐵(tie)集團)將(jiang)把工作重心轉移到市(shi)區統(tong)籌和部門協(xie)調上(shang),關(guan)注并改善政(zheng)策(ce)下(xia)發(fa)后的(de)(de)(de)執行情況,力爭(zheng)早日顯現《辦(ban)法(fa)(fa)》成效,為軌道(dao)交(jiao)(jiao)通(tong)土地(di)(di)(di)(di)資源(yuan)(yuan)開(kai)(kai)(kai)發(fa)利(li)用(yong)工作筑(zhu)起堅(jian)實(shi)(shi)的(de)(de)(de)壁(bi)壘。
