——記中鐵十四局3號線項目部經理王春國

青島地(di)(di)鐵3號(hao)線土建14標段(duan),是青島地(di)(di)鐵3號(hao)線10多個標段(duan)中情況(kuang)比(bi)較復雜(za)的標段(duan)工(gong)程(cheng),自(zi)從項(xiang)目進場伊始,征地(di)(di)拆遷難(nan)、外圍環境復雜(za)、下穿膠濟線鐵路、下穿老舊居民(min)建筑等一系(xi)列難(nan)題就擺在了項(xiang)目經理王春國(guo)的面前,但(dan)是,開弓沒有(you)回頭箭,既然(ran)已(yi)經接手項(xiang)目,只能一往無前!

一(yi)到青(qing)(qing)島(dao)地鐵(tie)(tie)3號(hao)線的他,就潛(qian)心投入(ru)到項(xiang)目(mu)管理(li)中(zhong),梳理(li)著一(yi)道又一(yi)道工序(xu),組織著一(yi)個(ge)又一(yi)個(ge)戰役,在他的帶(dai)領下,中(zhong)鐵(tie)(tie)十四(si)局集(ji)團青(qing)(qing)島(dao)地鐵(tie)(tie)一(yi)期工程3號(hao)線14標項(xiang)目(mu)部一(yi)舉(ju)奪得了(le)(le)(le)2012年(nian)度(du)地鐵(tie)(tie)建設先(xian)(xian)進單位(wei)、2012年(nian)度(du)宣傳(chuan)報道先(xian)(xian)進單位(wei)、2012年(nian)度(du)安康杯(bei)優勝(sheng)班(ban)組、2012年(nian)度(du)山東省自主(zhu)創新模范企業(ye)等(deng)一(yi)系列榮譽(yu)(yu)稱號(hao),他本人也(ye)榮獲&“優秀(xiu)項(xiang)目(mu)經理(li)”、&“青(qing)(qing)島(dao)市工人先(xian)(xian)鋒”等(deng)稱榮譽(yu)(yu),徹底打響了(le)(le)(le)中(zhong)鐵(tie)(tie)十四(si)局在青(qing)(qing)島(dao)“特別(bie)能(neng)吃苦、特別(bie)能(neng)戰斗”的名號(hao),為中(zhong)鐵(tie)(tie)十四(si)局贏得了(le)(le)(le)良好的企業(ye)聲譽(yu)(yu)。

盯(ding)安全沖在(zai)危險(xian)源(yuan)第一線(xian)

安全(quan)生(sheng)(sheng)產(chan)是一(yi)個施工(gong)(gong)企業(ye)命脈(mo),它關系著(zhu)一(yi)個企業(ye)的(de)生(sheng)(sheng)存(cun)和(he)發(fa)展(zhan)。面(mian)對(dui)青島地(di)鐵3號線嚴峻的(de)安全(quan)形勢(shi),王春國經理與項目書記、總工(gong)(gong)、生(sheng)(sheng)產(chan)副經理、安全(quan)員、施工(gong)(gong)員、工(gong)(gong)程(cheng)技術(shu)人員一(yi)道,及時(shi)對(dui)隧(sui)(sui)道施工(gong)(gong)的(de)安全(quan)工(gong)(gong)作進行了(le)梳理,他深(shen)入到(dao)隧(sui)(sui)道掌(zhang)子面(mian)一(yi)次又(you)一(yi)次查(cha)看(kan)情況(kuang),摸清了(le)施工(gong)(gong)中存(cun)在的(de)20多種危險源(yuan),針對(dui)這些問題和(he)復雜的(de)地(di)質(zhi)情況(kuang),果斷采(cai)取了(le)監控量(liang)測信(xin)息化管理、安全(quan)質(zhi)量(liang)危險源(yuan)管理,又(you)有針對(dui)性(xing)地(di)制定了(le)18項應(ying)急預(yu)案,并認真組(zu)織實施,逐步使工(gong)(gong)程(cheng)施工(gong)(gong)步入良性(xing)發(fa)展(zhan)。

為進(jin)(jin)一步(bu)提高員(yuan)(yuan)工的安(an)全(quan)意識,他在項目部中推(tui)行(xing)(xing)安(an)全(quan)包保連(lian)帶責任(ren)(ren)追究制,規定任(ren)(ren)何一道工序作業的員(yuan)(yuan)工出(chu)現安(an)全(quan)事故,當班的施(shi)(shi)工員(yuan)(yuan)、安(an)全(quan)員(yuan)(yuan)都要受到處罰,而且一同作業的員(yuan)(yuan)工,也要對(dui)其進(jin)(jin)行(xing)(xing)責任(ren)(ren)追究和經濟(ji)罰款,這種(zhong)連(lian)帶責任(ren)(ren)追究制,使參戰員(yuan)(yuan)工更(geng)加(jia)重視安(an)全(quan)。在安(an)全(quan)得以保障(zhang)的情況下,他又狠抓工程質(zhi)量(liang)(liang),堅持工區分(fen)工負責管理的辦法(fa),在施(shi)(shi)工現場實行(xing)(xing)“人盯(ding)工序”的管理辦法(fa),并認真落實工程質(zhi)量(liang)(liang)“三(san)檢(jian)制”、“工序交接制”、“內部旁站監理制度”,盯(ding)住(zhu)每道施(shi)(shi)工工序,使工程質(zhi)量(liang)(liang)穩步(bu)上升。

搞(gao)創新集思(si)廣益國內領先

2012年(nian),當項目施工(gong)生產逐步走(zou)入正軌,各項工(gong)作有條不紊的(de)開(kai)展之際,一只“攔路虎”橫在了項目部(bu)全體(ti)員(yuan)工(gong)面前(qian),那(nei)就是如何穿越永平路至青島火車北站區間的(de)五棟老(lao)樓(lou)房和(he)大量平房區,這些老(lao)舊樓(lou)房普遍建于上世紀70年(nian)代,有的(de)甚至更早,如何安全高效的(de)穿越上述風險(xian)源,成為擺在王春國面前(qian)的(de)一道(dao)難題。

王春國親自參與施(shi)(shi)工(gong)組(zu)織方(fang)案的(de)(de)(de)編(bian)寫,請來多位(wei)國內(nei)知名專家優(you)化(hua)施(shi)(shi)工(gong)方(fang)案,經過數(shu)十次方(fang)案論證(zheng)和現場(chang)試驗,最終形成(cheng)了(le)“雙楔形”掏槽和“中(zhong)(zhong)控(kong)大(da)直徑直眼掏槽”爆破(po)設計方(fang)案。在整個(ge)爆破(po)過程中(zhong)(zhong),施(shi)(shi)工(gong)人員通過監測數(shu)據采(cai)集,及時調(diao)整爆破(po)參數(shu),使爆破(po)施(shi)(shi)工(gong)振動(dong)控(kong)制達到了(le)預期效果(guo)。爆破(po)施(shi)(shi)工(gong)的(de)(de)(de)振速由國家規定的(de)(de)(de)3.5至5厘米/秒,降至1厘米/秒以內(nei),達到了(le)國內(nei)先(xian)進水平,順(shun)利實現了(le)五棟樓房的(de)(de)(de)地下穿越。在一流(liu)的(de)(de)(de)專項(xiang)施(shi)(shi)工(gong)技術支持下,他又(you)不失時機地組(zu)織項(xiang)目(mu)(mu)部施(shi)(shi)工(gong)生產大(da)比武,先(xian)后開(kai)展了(le)“大(da)干(gan)100天”,“保(bao)安全(quan)、保(bao)質量、樹(shu)信譽&”等勞動(dong)競賽(sai)活(huo)動(dong),還對競賽(sai)活(huo)動(dong)優(you)秀人員進行(xing)獎勵(li),激勵(li)了(le)員工(gong)工(gong)作的(de)(de)(de)積極性,施(shi)(shi)工(gong)進度更加有序可控(kong)。2013年3月,中(zhong)(zhong)鐵(tie)十四(si)局(ju)青島地鐵(tie)3號線項(xiang)目(mu)(mu)部在全(quan)線范圍內(nei)率先(xian)實現標段貫通,受到地鐵(tie)集團的(de)(de)(de)高(gao)度贊揚!

抓節約(yue)嚴格制(zhi)度鐵(tie)面無私

“一(yi)項工(gong)(gong)(gong)(gong)程(cheng)沒(mei)(mei)有(you)(you)效(xiao)益,出現虧損(sun),還不如不干,對(dui)(dui)企業也(ye)沒(mei)(mei)有(you)(you)推動作用。”這是王春國(guo)經常掛在(zai)嘴邊的(de)話。擔任(ren)過數(shu)個(ge)項目(mu)經理的(de)他(ta),深知效(xiao)益對(dui)(dui)企業發展的(de)推動作用。青島(dao)地鐵14標項目(mu)部(bu),從2010年6月開工(gong)(gong)(gong)(gong),由于各方(fang)面原因(yin)(yin),工(gong)(gong)(gong)(gong)期(qi)一(yi)再拖延(yan),給工(gong)(gong)(gong)(gong)程(cheng)成(cheng)(cheng)本(ben)造成(cheng)(cheng)了(le)很大的(de)壓力(li)。針對(dui)(dui)這些問題,王春國(guo)認(ren)真查找造成(cheng)(cheng)前(qian)期(qi)成(cheng)(cheng)本(ben)壓力(li)的(de)因(yin)(yin)素,根據(ju)分析判斷(duan),他(ta)把這些問題,歸結于進(jin)(jin)(jin)度(du)上不去,造成(cheng)(cheng)機械臺(tai)班(ban)過多(duo)(duo)、人員工(gong)(gong)(gong)(gong)資增多(duo)(duo)、材(cai)料周轉不快(kuai)、多(duo)(duo)投入等,找出問題癥結后,王春國(guo)及時在(zai)生(sheng)產進(jin)(jin)(jin)度(du)上做(zuo)文章,在(zai)項目(mu)部(bu)內推出了(le)項目(mu)部(bu)績效(xiao)工(gong)(gong)(gong)(gong)資考核制度(du),規定項目(mu)部(bu)各部(bu)室、工(gong)(gong)(gong)(gong)區(qu)和施(shi)工(gong)(gong)(gong)(gong)作業班(ban)組完成(cheng)(cheng)和超(chao)額(e)完成(cheng)(cheng)當班(ban)計(ji)劃任(ren)務,一(yi)律(lv)給予相應(ying)獎勵;對(dui)(dui)于未完成(cheng)(cheng)相應(ying)施(shi)工(gong)(gong)(gong)(gong)計(ji)劃的(de)部(bu)門,則處以相應(ying)的(de)罰(fa)款(kuan),獎罰(fa)每月兌現一(yi)次,經濟杠桿的(de)作用,把每一(yi)名參戰員工(gong)(gong)(gong)(gong)的(de)積極性調動起來,生(sheng)產進(jin)(jin)(jin)度(du)有(you)(you)了(le)突飛(fei)猛進(jin)(jin)(jin)的(de)勢頭,無形之中降低了(le)工(gong)(gong)(gong)(gong)程(cheng)成(cheng)(cheng)本(ben)。

在項目(mu)管理中,他及時注意(yi)開源節(jie)流,定期進(jin)(jin)行成(cheng)本分析,對(dui)工地材料(liao)浪費(fei)過(guo)大(da)的(de)(de)情況,他采取(qu)了(le)工區上(shang)報材料(liao)計劃,經濟管理部門(men)和(he)工程(cheng)技術部門(men)對(dui)其工作量進(jin)(jin)行審核(he),限額(e)發料(liao),一下扭轉了(le)以往隨意(yi)領(ling)料(liao)的(de)(de)情況。同時他積極組(zu)織節(jie)能降(jiang)耗活動(dong),對(dui)耗油大(da),功力(li)不(bu)高的(de)(de)機械,一律進(jin)(jin)行改(gai)造,僅此(ci)一項,項目(mu)部每月比前期降(jiang)低(di)成(cheng)本15000多元。

獻(xian)愛心與(yu)員(yuan)工相處以心交心

一(yi)(yi)(yi)(yi)個(ge)(ge)項目(mu)工(gong)(gong)(gong)(gong)(gong)程(cheng)的(de)(de)(de)成敗,人與(yu)人之間的(de)(de)(de)和(he)諧(xie),起著至關重(zhong)要的(de)(de)(de)作用(yong)。2013年3月份(fen),為進(jin)一(yi)(yi)(yi)(yi)步理(li)順內部(bu)(bu)關系(xi),在他(ta)(ta)(ta)(ta)的(de)(de)(de)主持下,項目(mu)部(bu)(bu)開(kai)展(zhan)了(le)開(kai)門(men)納言(yan)談(tan)(tan)心活動,解(jie)答解(jie)決(jue)職(zhi)工(gong)(gong)(gong)(gong)(gong)提出的(de)(de)(de)問(wen)題(ti),采(cai)集合理(li)化(hua)建議。他(ta)(ta)(ta)(ta)與(yu)每名職(zhi)工(gong)(gong)(gong)(gong)(gong)進(jin)行了(le)“面(mian)對(dui)面(mian)”的(de)(de)(de)談(tan)(tan)心交流(liu),對(dui)取得成績的(de)(de)(de)職(zhi)工(gong)(gong)(gong)(gong)(gong)給予鼓(gu)(gu)勵(li)和(he)肯定,對(dui)存在缺點和(he)問(wen)題(ti)的(de)(de)(de)職(zhi)工(gong)(gong)(gong)(gong)(gong)提出具體的(de)(de)(de)改正(zheng)要求及(ji)時(shi)限(xian),對(dui)情(qing)緒波動較大的(de)(de)(de)職(zhi)工(gong)(gong)(gong)(gong)(gong)了(le)解(jie)思想動態和(he)家(jia)庭(ting)困難(nan),理(li)順情(qing)緒,化(hua)解(jie)矛盾,鼓(gu)(gu)起他(ta)(ta)(ta)(ta)們的(de)(de)(de)勇氣(qi)和(he)信心。他(ta)(ta)(ta)(ta)先后與(yu)30多(duo)名員(yuan)工(gong)(gong)(gong)(gong)(gong)和(he)外(wai)協隊(dui)伍員(yuan)工(gong)(gong)(gong)(gong)(gong)進(jin)行了(le)面(mian)對(dui)面(mian)的(de)(de)(de)談(tan)(tan)話,項目(mu)部(bu)(bu)每一(yi)(yi)(yi)(yi)個(ge)(ge)員(yuan)工(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)情(qing)況,他(ta)(ta)(ta)(ta)都一(yi)(yi)(yi)(yi)清二(er)楚。項目(mu)部(bu)(bu)外(wai)聘(pin)員(yuan)工(gong)(gong)(gong)(gong)(gong)洪峰家(jia)屬來探親(qin),正(zheng)逢六一(yi)(yi)(yi)(yi)兒童節,他(ta)(ta)(ta)(ta)親(qin)自(zi)安排辦(ban)公室(shi)人員(yuan)為他(ta)(ta)(ta)(ta)的(de)(de)(de)孩子(zi)發(fa)放學習用(yong)品和(he)玩具;材料員(yuan)曹月福收入不(bu)高,家(jia)庭(ting)負擔過重(zhong),王春(chun)國及(ji)時(shi)代他(ta)(ta)(ta)(ta)向(xiang)工(gong)(gong)(gong)(gong)(gong)會申請了(le)救濟,解(jie)決(jue)了(le)他(ta)(ta)(ta)(ta)生(sheng)活上(shang)(shang)的(de)(de)(de)難(nan)題(ti),在項目(mu)部(bu)(bu)只要任何一(yi)(yi)(yi)(yi)個(ge)(ge)員(yuan)工(gong)(gong)(gong)(gong)(gong)生(sheng)活和(he)工(gong)(gong)(gong)(gong)(gong)作上(shang)(shang)有困難(nan),他(ta)(ta)(ta)(ta)都出面(mian)幫(bang)助解(jie)決(jue),徹底解(jie)決(jue)了(le)員(yuan)工(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)后顧之憂。而家(jia)在青(qing)島的(de)(de)(de)他(ta)(ta)(ta)(ta),因為工(gong)(gong)(gong)(gong)(gong)作忙碌,一(yi)(yi)(yi)(yi)星期都回去不(bu)了(le)幾次。2013年5月26日,青(qing)島市氣(qi)象臺發(fa)布暴(bao)雨(yu)(yu)警報,而此時(shi)王春(chun)國的(de)(de)(de)母(mu)親(qin)因病正(zheng)在住院(yuan),他(ta)(ta)(ta)(ta)顧不(bu)上(shang)(shang)陪伴(ban)年邁的(de)(de)(de)母(mu)親(qin),整夜奔波在施工(gong)(gong)(gong)(gong)(gong)現場一(yi)(yi)(yi)(yi)線,指(zhi)揮項目(mu)部(bu)(bu)的(de)(de)(de)防洪搶險工(gong)(gong)(gong)(gong)(gong)作,直到27日暴(bao)雨(yu)(yu)過后,才(cai)急匆(cong)匆(cong)前往醫院(yuan)探望母(mu)親(qin)。

正(zheng)是在王春國(guo)經理的(de)(de)帶領(ling)下(xia)(xia),中(zhong)(zhong)鐵(tie)(tie)十四局青(qing)島地(di)(di)(di)鐵(tie)(tie)14標項目部(bu)全體(ti)員工發揚“逢山鑿路、遇水架橋”的(de)(de)鐵(tie)(tie)道兵精神(shen),頑強拼搏,兢兢業業,使(shi)14標段(duan)的(de)(de)施工生產進度在3號線(xian)全線(xian)中(zhong)(zhong)處(chu)于領(ling)跑地(di)(di)(di)位(wei),贏得了地(di)(di)(di)鐵(tie)(tie)公司的(de)(de)高度肯定(ding)。2012年(nian)11月(yue),中(zhong)(zhong)鐵(tie)(tie)十四局集團再中(zhong)(zhong)青(qing)島地(di)(di)(di)鐵(tie)(tie)2號線(xian)標段(duan),為中(zhong)(zhong)鐵(tie)(tie)十四局在青(qing)島地(di)(di)(di)鐵(tie)(tie)市場的(de)(de)滾(gun)動發展打下(xia)(xia)了堅實的(de)(de)基礎。
